First, like someone else said, keep your cats inside.
If you know who the owner of "Mr. TC" is, talk to them .Or, if he has no owner, call the pound or take him to the vet and get him fixed. Tetosterone levels being high, the more likely he is to be a bully. Get him fixed, and he'll be as right as rain after a few hours-a few days.
Untill you're able to do any of the above, you can buy cat detterents that smell bad or whatever that keep cats away, and sprinkle it around your yard. That will also help prevent your cats escaping your yard, too.
You could electric fencing, or a collars that shock if they go to far.
If you're not wanting to spend the money on something like that, orange, lemon, lime or grapefruit peel groundings work too 'cause they hate the smell.
A well-aimed garden hose or sprinkler system works wonders.Cats HATE being wet !

There are always one bullying cat around. I have one and he keeps getting corrected which doesn't seem to last long. The best thing I could suggest is: keep your cat away from him because the chances of the bullying cat being like mine, are great. They like to dominate other cats.

ok buy or build an out door enclosure. .
You dont want to end up watchn that other cat mess yours up in a fight that will happen later on, the bulling will lead to it.
You try to seperate them and get bit then you in a load of fun for a doctor visit and the cat who bit you will be placed in the pound to be watched in case it has something bad, even if it is your own cat since it was runnning loose outside... So for a easy solution build a enclosure for your cat and keep it indoors.

Move near me and get your cat to be friends with mine and her brother from the same litter-who's owned by a friend and lives 2 houses away.
They are still as close as when they were kittens, are huge(they're half Scottish wildcat) and pick on every cat,dog and fox that dares to annoy them or anyone they like-currently they only like my dogs and the woman who lives in-between me and my friend's Siamese tom.

Keep your kitty indoors. As long as 'Mr. Top Cat' is outside, he is going to be a bully.

Simple...don't let your cat outside. Now, unless you invite the other cat for dinner, problem solved.
