want to get a new state id but might have a warrant in another state. Before I go there I want to know if they are going to run a warrant check on me I would rather turn myself in then go to jail at the DMV.

They will find out you have a warrant out for your arrest when you apply for an ID. The reason is this is a legal identification, and the background check is run.

That varies state by state, I remember a while back, post 9-11 there were discussions about nationalizing identifications and what not and if memory serves me correctly, some states - New Hampshire comes to mind, do not. But I know for a fact that New Jersey does when you turn in license plates

Yes, they will. If you think you "might have a warrant in another state", you probably do. Call and see if you can get it straightened out before turning yourself in at the DMV.

Since state ID's are issued by the DMV, which is a part of the state dept. of public safety, you can bank on it.
