really need some advise on this one .. I consider my photoshop knowledge pretty high up there .. but for some reason this project is kicking my ... yeah well you get the picture .. does anyone know an easy way of creating this effect .. Im doing it to a portrait of a couple .. ...

There is a great book out that explains how to do this - Photoshop Elements Drop Dead Photography Techniques.
You can buy it off the web or just go to your bookstore or even library to look at it.
It has step by step instructions and photos to go with them and even graphics of the steps to take in Elements.

Filter > Adjustments > Posterize

Set "Levels" to a low number like 2 or 3 and see if you like it. Increase the number until you get the desired effect.
