Your information is totally inaccurate and flawed. We found the remnants of the WMD's and how can you prove he had prior knowledge of 9/11? Give us links. Educate us. Prove your point rather than making baseless accusations.

And to answer your question, the President was elected. That is what makes his authority legitimate.

He was supported both in congress and in his reelection. The mandate by the American people makes his authority legitimate. Like it or not, the majority of the American people by electing then reelecting Geroge W made Iraq possible.

Clinton said those troops that he wouldn't send would be back by the end of his term and they are still there.
