Sadly, you don't get to choose. When your body loses weight, it takes it from all over. You can tone the muscles in your legs with any number of simple floor exercises, lunges, squats, bicycle, etc. But, you may get larger thighs in the process. Larger muscles and fat may equal larger thighs. If you want a cheap way to lose weight, that almost anyone can do with minimal equipment and little risk of injury, walking is it. Start at a comfortable pace, then pick up the speed and/or the distance. Oh, and don't worry so much about appearance and popularity. Be healthy, confident, and just take care of yourself.

As previous people have said, you can't spot reduce. If you lose weight, it comes off all of your body.
So, you need to lose weight and that's exercise and diet.
If you have big thighs to start with, as in you have a lot of muscle there, reducing that is down to genetics and the right exercise. Cardio exercises like walking and running etc will tone down muscle mass, as well as burn fat.
However, how successful you are is also in the hands of the God of genetics. I'd need more information about you before advising you in any detail.

You can only LOSE weight one way, aerobic exercise and watching your caloric count, intake less than expenditure. Lifting weights or anaerobic exercise will not burn off fat it will make lean muscle which is good and you need, but you need to incorporate both in your regiment. Also, you cannot lose weight in any one place on the body. Weight is removed proportionaly. Males and females do store more noticeable amounts of body fat in different places but when you exercise and are burning calories and fat loss occurs it can't/won't come from one particular place and not another which is a good thing.

Firstly, it's great that you're not planning on starving yourself. You say you're in your early teens so this is no time to be denying your body anything. If you want to try being a bit healthier, always take a couple of pieces of fruit in your bag when you go out.
Secondly, are you sure you need to lose weight?! Make sure you're not getting too caught up with it & speak to your parents, they can support you and I'm sure they'd want to!
Ok, as for exercise - running is the best thing for legs and even your stomach too as the muscles in your torso help keep you stable when you're moving. Start small, maybe a minute or two running and walk to recover for a minute or two. You only need a decent pair of running shoes and somewhere safe to go running, when I was at school we used to run round the sports pitches. It's not always easy at the start, but stick with it!

I would suggest trying squats to work on your thighs. Use free weights if you can and also when doing sit ups to tone your tummy put a weight on your tummy to add extre work for you. Good luck and I am sure your thighs are not huge, we are all too hard on ourselves!!! Take care :-)

Spot reducing, i.e., doing a specific exercise to get rid of fat in a particular area is a myth. Doesn't work.
Fat is stored calories. You get rid of fat by burning more calories than you take in. You don't get to choose what fat goes away first.
The absolute best calorie burning exercise also requires the least equipment: Running.

SQUATS! put a chair behind you and GO TO sit on it BUT dont actually sit on it , when you get close, hold that pose for about 30 seconds and come back up. those are really good for the butt and thighs

high stools
they are fun and when you feel the burn, you know you are losing fat in the thigh area
also, lunges with small weight in hands
these made my thighs slim and not too bulky, but lean
