You don't need ID for a birth Certificate. What you need is all the information about your parents and your birth.

In Canada it is a provincial responsibility. So go to the vital statistics office of the province you were born in. Many of them you can apply online or at least see the process and printout an application. Or you can go to your local Government Agent Office and pick up an application.

This link lets you choose your province and hooks you up to the right office.

Go to www.canada.ca. Look up birth certificates you will be able to print off application forms. You need to fill them out and then have them signed by a guarenture.
A Gurenture is your family doctor, lawyer, school principle, counselor, Dentist, accountant etc... Basically a profesional who has known you for a certain amount of years and an varify you are who you claim to be.

I don't know how it works in Canada, but usually you can just go to the town hall where you were born and they can make a copy for you. You don't need an ID, in fact I've gone and gotten a copy of my Mom's birth certificate for you without being questioned.
