how to make a car without electricity,cell,and any energy and it has to go about 10 meter

Put a big mast with a sail on it ?

Or powerful electromagenets... linked to an off/off button. You could magnetise yourself up to the next car ahead... release magnet for a while.. then engage magnet ect.

Energy cannot be created without an energy source - you say the car must be without 1. electricity, 2. battery? cell, nor 3. energy, so you're asking the impossible.

External energy can be harnessed but this contravenes your rule 3, if you create momentum through using a hill and gravity you again access energy from this, so fails on point 3.

Solar power is feasible, as long as it's not stored in a cell - when it would break rule 2.

There are other forms of energy that you could use -
eg. other chemical reaction - guess this contravenes your rule no 3. (including nuclear)
Wind power - would use the energy of the wind, so breaks rule 3 again.
Heat/Steam transfer - again, this is energy, breaks no 3.

You have to use some energy. Even placing it on a ramp is going to use potential/kinetic energy. So do you mean along the lines of no motor/battery? Rubberband cars can go very far, but you're still using energy. A sail will only work if you're in an exceptionally windy place. However wind counts as energy too. I don't see how you can do it with no energy at all, so clarify what types aren't allowed.

fix a metal can with a tight lid on it on the car, fill it with water nearly to the top,pierce a hole in it at a high level (a tiy pin size hole) when you fix the can leave a gap below it into which you can slide a candle(s) nite lites are ideal,
when the water heats up & boils steam will be created and pressure will rise in the can eventually steam will be forced out of the hole in the can which should push the car forward.
Filling the can with near boiling water will reduce the waiting time and more candles will create hotter water.The ideal sort of tin is a Brasso or silvo metal polish tin.You could try to plug the hole with a slither of matchstick so that when the pressure builds up it blows the plug out and realeases a sudden spurt of power.WARNING DO NOT PLUG THE HOLE TOO WELL THE CAN WILL EXPLODE ! this car has no energy as such but it does require a fuel source.Obviously you would have to experiment,the size of the can & the flame size would determine the efficiency of the car.
2nd way- you could simply fix a piece of pipe about 15mm in diameter which has a 90 degree bend in it that narrows to a smaller diameter at the other end-(narrow end pointing out the back of the car 15mm end pointing upwards) blow up a balloon stick it on the 15mm upward end and as the air shoots out it should propell the car forward.You could if you wish put a tap or valve in the pipe to stop the air rushing out untill required.-variables -balloon size & amount of air in the balloon. good luck !

A lot depends on how big the car needs to be. Obviously the smaller/lighter the car the less power it needs to go further. Also if it's on a slippery surface or a downhill surface it will get a lot further for less energy.

Some ideas of non-electricity non-powered cars:
Push it - your strength would provide the energy to get it going.

rubber band power - by twisting a rubber band very tightly you can create a reasonable amount of power to the wheels as the band unwinds.

Chemical reaction - if you mix certain things together (like for example vinegar and bicarb of soda) they fizz. If you use this fizz in one direction you can propel the car in the opposite direction.

wind power - attatch a sale to the vehicle and let the wind blow it along - very dependant on their being a wind and it being in the right direction though.

Well the obvious answer is to put it on a hill and let it roll down.

When you say "any energy" that rules out a lot. If you meant electricity, gas there are other options. A spring, or a weight pulled up a tall pole that as it fell using pulleys would move the car forward. or both.

Oh, he didn't mention someone aboard ready with the hand-brake.

My biggish boat goes a considerable distance with all energy stored as kinetic, all switched off, and no further power applied, and bumps into lock-gates at 1mph.
Well, what do you do with 15 ton of floating metal. or an aircraft in no engine glide mode ?

You of course need some energy source to get it up to speed,
I tried helium, instead of hot air, in a man-aboard balloon, but the production cost of the stuff balanced it all out in their favour.
I can't win, seemingly.

Can't have any energy onboard? Build it on a ramp. Use a sail or get some solar panels from Spark Fun electronics. How big is the car?

you cannot make a car that that does not require an energy if you expect it to move.even if it is the release of kinetic energy from a rubber band or a coil spring ,it takes something to make it move. perhaps solar energy is the only source of energy that would not deplete the earth of any of its energy sources.

Prewound spring or rubber band. Place it on an elevated ramp.
