how to make a car without electricity,cell,and any energy and it has to go about 10 meter

you cannot make it move without energy. any form of creating movement will be energy.
(if the car is parked on top of a hill and you release the handbrake it will move due to the energy stored in it when it was moved up there, call this gravatic potential energy if you like. if you push the car you will be using your energy, chemical energy)

Either it would have to work through magnets similar to the new technology that is out for trains/ propulsion or...
put the car on a hill and let it roll... :-)
