Cooling system flow restriction can range from the simple to the very complex. When the water pump was replaced, was the system flushed and a new thermostat installed? A radiator hose could have collapsed internally. There can be debris from this earlier work that is in the radiator or cooling system passages. Has the radiator been removed and flow tested? Many cooling systems have a partially plugged radiator that works fine when everything is normal and overheats when additional demands are placed on the system like climbing hills, etc. The worst case scenario would be that the internal passages in the block or cylinder head are blocked by some kind of debris that cannot be dislodged by a reverse flush. Then you have to disassemble the engine. I would start with a good system flush, a radiator flow check, and replacement of the thermostat.

It could be that your water pump is blocked by silicone sealer that a mechanic put on it to help seal it, sometimes they put to much on and it squishes into the pump and falls off and blocks the thermostat which in turn blocks the rest of the flow of your coolant.
