For the first one, you know that 1 hour = 60 minutes, so divide the number by 60 to get the rate per minute.
On the second one, there seems to be a factor of 27.47484994505030011, or 27.475 (divide by that factor)
For the fourth one, just divide the 16194 by 260 and you will find a factor and you have to multiply by that factor.
On the last question, divide 16194 by 7.3624 and you will find a factor. You have to multiply by that factor to find the answer.
