The ozone layer is made from the solar winds collide with the earth's magnetic field. AS the particles are attracted to the poles with the beta particles attracted to the north pole and makes it negative. The alfa particles are attracted to the south pole and make it positive. The alfa particles are much heaver and blow a much larger hole in the ozone layer. This does not occur at the same time,it depends on the tilt of the earth that helps to blow a hole there.

There is an ozone hole over the Artic too--it just hasn't gotten as much attention in the popular press.

There may not be a hole as serious as over the Antarctica but there is thinning of the ozone layer and this site predicts a hole as serious as the Antarctica hole within twenty years http://www.theozonehole.com/arcticozone.htm

It simply becasue of the way the winds circle around Antarctica and form a containment that keeps other stratospheric air from mizing in. It's not a year long thing but is seasonal. By the way, the depletion is reversing Try this article ....
