If you are speaking to someone you know well, like a friend, girlfriend, or peer, you would say:

Tu es belle (Tew eh bell)

If, however, you are speaking to someone to whom you have not been properly introduced, or to someone of mention (i.e. a teacher, supermodel, etc.), you would say:

Vous etes belle (Voo zet bell)

"Your beautiful" what? You need a noun in this case. What you have here is a possessive pronoun "your" and an adjective "beautiful."

Perhaps you meant "You're beautiful," in which case you would say "Vous etes belle," pronounced Voo Zet Bell.

"tu es belle" or "tu es beau" -the first one is used when you are addressing a lady and the second is when you are addressing a man.
