i am afraid, no one can help you. this is one of the problems with this country. everyone want to be befriended but no want o make the first move. i don't have friends too like you and if you wouldn't mind, can you be my friend? you can always improve on your english by enrolling in one of the schools.

you should try and phone people who teach languages at evening classes even though they wont be teaching english you can ask them for advise about how you could get someone to improove your english good luck
