Is it okay for someone who knows english speak spanish in the work place?

there are spanish speaking people who knows english, but speaks spanish in a work place where the majority of the people speaks english

Well, many english speaking people are very paranoid. Perhaps they also have an inferiority complex. They believe that you are talking bad things about them.
I am a professor and I have had students from the four corners of the planet. Japanese, Chinese, Haitians, Brazil, Argentina, Chile, Uruguay, Dominican republic, Spain, Mexico, Colombia, Africa, etc, etc. They speak in their language, but it does not matter to me

If they are speaking to other Spanish-speakers who can understand them, it's fine. If they are speaking to co-workers who only understand English, then they should speak English.

I do it because sometimes I am speaking to person who understands Spanish better than English. It is rude though because sometimes I do it because I do not want people around me to fully comprehend what I am saying.

If they are having a private conversation, it would not bother be one bit, but if I were their boss and said something to them, I would not like it if they replied in Spanish; they might be saying something derogatory about me.
About your English, people don't "speaks," they "speak." I speak, he speaks, they speak, we speak. Also people know English, not "knows." He knows, I know, we know. For your question, you need "to" between English and speak. "Someone who knows" is correct.

no longer something is problematical for them! i'm brazilian, my husband is mexican. i began out to talk to my daughter in portuguese and my husband in spanish yet as she became with me all the time, she found out greater portuguese.. With time i began out to talk to her in spanish by way of fact my husband couldnt communicate together with her and he or she have been given the spanish in a flash! So, i talked to her in the two languages later (at 2 yrs previous) and he or she basically found out english watching television and in college at 5 yrs previous. Now she is alnost 8 yrs previous and he or she speaks 3 languages fluently! basically prepare her what you know in spanish first! Then she would be ready to evaluation english by way of fact she lives her in US!!

I think its totally rude and if we were in another country we would have to speak the language of the country.
