Well the most intelligent creationist I can imagine would use a self-creating macro like "evolution" to create with. That and all those vestigial things are so darn interesting and got our attention and brains thinking didn't they? God is the best science teacher...

I didn't know we had fossil records of the same exact birds with full-size wings, if they are indeed vestigial. I'd be interested in seeing the link (pardon the pun) if you can provide one.

Why are you asking the creationists? The standard answer is, and always will be, "That's just the way God created them".

They don't have to account for anything. They simply defer to God's will.

it is caused by the suppression of certain homeotic genes during development that are responsible for the proteins neccessary to express wings... the genes are there for wings... but there are internal controls that regulate which genes are expressed

It is easy. They were created that way. Besides, who says their wings are useless? They use them for balance, protection, beauty, and even limited flight. So called flightless chicken use their supposed useless wing to perch and to cool themselves. You should stop believing the 'Lie'.

I'm pretty sure penguins use theirs to swim in water, and others have some for other functions as well.
