First of all the Mexican gov't has noting to do with anything, you need to get hold of the cartel and speak with them and of course offer them at least 50%, or you don't work, and if you try then they will find you floating in the river or never heard from again. But I guess 50% is better than no %, so give it a try and see what your life is worth..???? And like I said, the Mexican gov't are only puppets for the cartels, the cartels run Mexico.

When your mules cross the border on my property, you got to make sure that they wave a flag with your initials, so that they won't get shot. I would need at least 10% of the weed that they have for delivery to look the other way, for legal "medicinal" purposes.

Only if you pay them. Now remember, US citizens are not permitted to own land or work in Mexico and can only stay for a short period time. You may be able to pay your way around that too. But its ironic that Mexico does not allow US immigration to there. Thats a hoot when you listen to illegal whinning in the US.

NO !! you would not be allowed there without legal papers , and to become a citizen you would have to denounce your homeland , and forget flying the American flag , as far as running low on drug cartel have you been to Tijuana lately ?? they are everywhere

As long as you can meet their strict immigration requirements and be able to give a reasonable cut to the Government and local authorities to look the other way.

From what I hear, it depends on how much you pay their police.

Mind you, the other cartels are a lot harder to pacify.
