I'm making a welcome back cake for a military event and i need to know if there is a way to make black icing?

All i have to shop at is a very small PX so I can't buy black food dye

Yes there is. Wilton sells a black paste that you can use to make black frosting.

Please use the black frosting sparingly however as, when you use too much of it you run into two potential trouble spots:

first, several of your party goers will end up with black teeth. It's temporary and will disappear once they've brushed their teeth, but I'm sure they'd be plenty embarrassed to find out that, for at least part of the party, their teeth were dark gray.

Second: when one consumes too much black frosting their...um...well...their "poop" can be a bit...well..unnerving. Put bluntly, it will be either VERY BLACK or, perhaps, RED and has been known to stain a toilet bowl or two. I discovered this the hard way when I made my nephew a Batman cake several years ago.

EDIT TO POST: Ok..you don't have access to a store that sells black gel. There is always the possibility of using a dark chocolate frosting, perhaps with a bit of other food colorings mixed in if you're frosting a large area.

If you're just trying to outline a design, perhaps you could try the black licorice "strings"?

there are gel food colorings that work very well. The are available at places like Micheal's craft shops or cake decorating stores. Be aware that if you frost the entire cake with black, anyone who eats a slice will end up with black teeth, tongue, etc. If this is an elegant formal party.......

you really need black paste icing from WILTON brand (available at WalMart, Hobby Lobby or art & craft stores.

It is much easier to start with chocolate icing from a can because it is already dark and needs less coloring to make it black. (it is hard to get homemade chocolate icing that dark). Just use a toothipick to add color and stir, add more and stir until it is the color you want.

go to a cake decorating store and they should have black dye for icing

you can actually buy BLACK icing, or just use black food coloring.
I made a skull and crossbones cake for my son last year. VERY COOL!

Take chocolate frosting and add blue and green coloring to it. You may have to experiment a bit but it will get close in a pinch!
