I mean the character that looks like "ming", but has a longer line?

The other character "ming" you refered to is 名 which means name. 各 is a simular character which sounds like G-er. It means each / every... / individual. e.g. 各人 = each person.

This 政, or this 各 I don't know what you are talking about ... Why not show us what ming looks like?

It is read as "Lu", the fourth tone
It means road.
