Are you saying she won't go at all or she is acting like she isn't potty trained?
If she is acting like she isn't potty trained then she probably is depressed over the last owners and in time will come around. Just give lots or positive reinforcement when she goes where you desire. If she isn't going at all then she isn't drinking. If you have seen her drinking then she might have a backup. You probably better phone the vet and discuse that issue with him,

That is very dangerous for a chi. They like all toy breeds can go hypo-glycemic. They don't eat for a couple of days, and their blood sugar gets very low, and they become very weak. This can lead to seizures and convulsions. Try to coax her to eat something...some canned food, a piece of cooked liver. I have always told people when interviewing them before they take one of my puppies, that chihuahuas are a one family type of dog. They bond almost in a human way to their family, and suffer severe loss when they are seperated from them. You really need to contact a veterinarian today however, if she has still not eaten. Even if a dog is drinking, being so tiny, they can't last as long as a larger dog. If she is not having any kind of bowel movement or urinating, she is in trouble. Are her gums white? If you pinch the scruff of her neck, it should fall back down in place automatically, if it stays up in a peak, she is dehydrated, and needs to have an IV hooked up. This is serious, and should not have been left this long. Please look after her today.

If you just acquired her at 5 yrs old she is most likely having some adjustment problems...she doesn't know her new family yet. If you haven't already, check with a vet to make sure she doesn't have some underlying medical problem. The vet can also give you some options if she is in good medical health. It may just be mental/emotional since everything is new to her. Good Luck

She is bonded to her previous owners, she will accept but never forget her previous owners, and love you so try and show her a good time.
