It's the Sidebar application, all of the things inside it (Clock, Calendar etc.) are called Gadgets.

The person directly above me is correct. That is the Sidebar and Widgets are contained within the Sidebar. That one has a clock widget, media player widget and RSS widget in it, there are many to choose from so you can customize it to your needs (though I turned it off, I didn't like it).

However, you can get an application for Windows XP that does the very same thing, http://www.desktopsidebar.com/

The picture you have is of 'Windows Sidebar'. This is basically a container where you can keep widgets. A widget can be informative or for entertainment. You find this by going to Vista Button : All Programs : Accessories : Windows Sidebar.

The widgets in the sceenshot are
Clock (informative), RSS reader (informative), and Media Player (entertainment).
