yes it makes perfect sense to me because, according to me the question is asking what comes to your mind when you see a person behaving unusually?

You originally posed the question "What can you know about a person behaving unusually?" This caused the confused retort by someone else that it made no sense. In fact it was only bad grammar and misunderstanding. "What do you know about a person behaving unusually?" is clear and understandable.
Behaving like a smurf definately counts as unusual.

Yup, makes sense to me.
It depends on the context of the question.
scenario 1: a police officer investigating a report of a person acting "strangely" asks "What do you know about a person behaving unusually?" the officer wants to know if you are a witness to the incident.
Scenario 2: your psych prof asks you "What do you know blah blah blah" your prof is trying to see if you were paying attention in class.
You see it's not what you say it is when and how you say it that truly matters in our language.

Because a person behaves unusually doesn't mean you necessarily know anything about them at all.
You can see unusual behavior every day of the week but
a) Unusual behavior is subjective.
b) You may be seeing the person for the first time.
c) Even if you had met them before you wouldn't necessarily know the cause of their unusual behavior

seems like a pretty normal question to me - then again everybody i know is unusual, so i guess i'd have to ask "unusual in what way?"

It makes sense - of sorts - but is open to misinterpretation because it can be "qualified" in several ways.
