Maybe she is shy. Or maybe she has had her heart broken in the past and is afraid to tell you she loves you cause she doesn't want to get hurt again. Maybe she isn't ready for a commitment of that size. She might not feel exactly the same. There are a lot of reasons she is not saying I love you back and while you shouldn't push her or pressure her you do have a right to know how she feels about you. I mean that's why your in a relationship right? So just tell her honestly about your worries and concerns and ask her about her feelings. If she doesn't feel the same right now don't sweat it I am sure in time she will see what you should know is already inside of you. Good luck!

Context is king here:
Is she a shy and withdrawn person by nature, or is she open with her feelings?
Is she happy when you say it, or does it make her uncomfortable?
Did she used to reply, and has since stopped?
Most likely it's that she's not ready to take that step, which is a good thing, because when and if she does start replying, it will mean a lot more, both to her, and to you.
If you trust your relationship you could *GASP* ask her how she feels. Don't push it, or you'll push her away, but if it's bugging you, and you need to know your relationship is going someplace (I.E. if you'd rather tell her to bug off if she doesn't have strong feelings) it's the only way.
Sounds like you're pretty young though, and she's probably just not ready for what she thinks those words mean.

if you said it to early its creepy, if you said it to late its over, if you dont know, the best answer anyone could give is to ask the girl herself, our opinions only go so far. Sometimes you'll have to go alone.

there might be many different reasons... she might not have expecting that you tell her u love her, that's why she keeps silent... or she might also be confused about the situation, but it doesnt have to be that she does not love you..(if you are thinkin about that) it also depends how long u are in the relationship

maybe she's a lesbian and it hurts to hear 'i love you' from you cuz it makes her stress and ask herself 'what should i do? should i tell him my sexual preference? no i can't that would really hurt him... i mean: he loves me! how would it make him feel is he knew i couldn't love him back?' ... tough! uuhhh.... poor you! :(
