The difference is UPC is uninteruptable power source, meaning it give you some sort of power back-up if you loose incoming power.

Stabiliser stabilises the voltage ie if the input voltage is 240V it reduces the voltage to 230V and when the voltage increases beyond acceptable voltage the stabiliser disconnect the power provided to the connected equipment by switching off the relay(an electro mechanical device). But the role of an UPS starts when a power failure occurs. The battery inside the UPS gets charged when we switch on the system. When there is a power failure UPS provides Sine Wave AC to the PC and thus enables us to save our data.
UPS power lasts for about 10 to 20 minutes.UPS circutary is highly complicated than that of a Voltage Stabiliser
Stabiliser deals with voltage flucation effectively. While as in case of an UPS it only switches off the mains suply from the wall outlet to PC and works in battery mode,while there is a voltage decrease or increase.
