It depends, do you mean intellegence or trainability? Those are two very different concepts. Border Collies, Ret., Labs, etc. Are know for their ability to be trained to do many things. Does that make them the smartest dogs? In my opinion, probably not.
A dog who figures things out on his own and will do things when there is a point or benfit to them...now that is true intellegence. People say humans are the most intellegent beings, well they are considered such because of the ability to figure things out and by doing things that have a purpose/benfit to themselves. People who do everything they're told are often considered dimwitted. Just food for thought.

I BET a lot of people say 'collies'! Yawn yawn! Canine intelligence is relative. Collies are perceived to be clever, but only because they've been bred to be the canine equivalent of a robot. They don't make decisions, they just do what they're told (unless it is to retrieve, in which case you'd have a hard job - they aren't retrievers. If they were that clever, they would learn to do that as easily as the other breed characteristics they do).
My dog is a Rhodesian Ridgeback. She learns anything within 2 goes - if it means she gets some yummy food. Without that as a 'carrot' she will just look at me, turn round and wander off! She makes decisions based upon what is in it for her UNLESS it is something that is to the good of her or her pack (us) in which case she will do it immediately. She is classed as stubborn - but isn't! She just won't do something that there is no point in doing! She'll run after a ball twice and bring it back, but won't do it again because THERE ISN'T ANY POINT!! She isn't the pack leader and does come back/sit/lie/stay and all that stuff - because she knows it is important.

Exists three breed of intellegent dogs for my:
It Borzoi. The Borzoi is a tall, aristocratic dog with a long, thin, narrow head. A slightly arched muzzle and a long, low-hanging curved tail. Heavy-necked ruff is characteristic Look image: http://www.askedweb.com/askedweb/Image:Borzoi.jpg/
It Chinese Crested. Chinese Crested are very clean, with no doggie odor and are not prone to fleas or ticks. Look image: http://www.askedweb.com/askedweb/Image:Chinese-crested.jpg/
And it Neapolitan Mastiff. Due to his massive structure, his characteristic movement is rolling and lumbering, not elegant or showy.Look image: http://www.askedweb.com/w/images/thumb/f/f1/Neapolitan-mastiff.jpg/120px-Neapolitan-mastiff.jpg

There are individual dogs that have shown evidence of 'intelligence'. In all honesty the concept of 'intelligence' in animals has been debatable because an animal only needs to have enough skills to survive in it's environment and should not be judged according to human capabilities. In agility events and dog shows however, border collies have proven to be the breed most seen in the winner's spot. Due to their history and nature of work, they are hardy, willing to please and learn easily. That is why they are most frequently described as the most intelligent dog.

Having a special needs child and having been seeking the appropriate service dog, we have found that the most intelligent as far as being of service to you is any kind of retriever.
