If you want an honest answer, here's one. Sometimes, we show up just to see the show. Dont you? You pass a car wreck, or someone pulled over, you turn to look right? Well, so do we, of course if we are then needed it helps, but really we're checking out the situation....One of the biggest natural tools a cop has is natural curiosity. Maybe thats, just me, but I know a couple of my coworkers that are the same way. Plus, it helps when we're already there for each other, when a "routine" stop" turns really ugly.

Police have been to a .....Police Academy. In the academy they learn an important little thing called.....officer safety. Unless your a chief of police or a Sheriff of a County, I don't think you are in any position to make a determination on how many cops on scene are appropriate.
Your example about the pursuit; At the end of the pursuit you will need enough cops to safely effect the arrest. The subject(s) may run. How are 2 cops supposed to catch 4 crooks? What if they run to a school? What if they are armed? Who is going to control traffic at the end of the pursuit. Who is going to set up a perimiter so the crooks don't escape? Whos gonna talk to the press? Where is the supervisor, they are probably in one of those cars!
Secondly, just cause a cop has a woman stopped, it doesn't change anything. Are you sexist or something? I guess a woman isn't capable of using a gun. Don't tell my wife that, she might shoot at you. Women are just as capable as killing as men.
Lastly, police supervisors do take into account the amount of officers involved in any critical incident. They make the EDUCATED decision on whether to ask for more, or cancel extra officers. Support police in being safe.

It depends on the circumstances. Sometimes extra officers are in the area and just stand-by to make sure everything is OK.
In a high-crime area they are there to make sure that the crowd doesn't get unruly and try and interfere.
Plus, if you are arresting a female and you are a male officer, it is good to have additional witnesses so later they don't say something improper happened. Also, when you arrest someone for DUI, the car is usually impounded so you need somebody to stand-by for the wrecker to tow the car after you leave the scene to transport the driver to jail.
There is also the theory of safety in numbers. The more officers somewhere, the less likely the person will try to hurt the cops or escape.

It depends on who they are dealing with. They probably had more information than what you were given in the show. In the UK, Police Officers should not transport prisoners alone, so it needed at least two of them. Secondly, if someone else was free, then they could sort out parking the offender's car more safely/legally whilst the other officers got the prisoner back to the Police Station quickly to put her on the more acurate breath test machine. Maybe the original officer didn't answer his radio after he called for another unit, in which case his colleagues may have thought something was wrong. Lots of reasons.

Because one of the basic tools a police officer has for ensuring that a suspect does not try anything is called a 'show of force.'
Somebody may be stupid enough to take on two cops - but nobody is going to try to take on 4 or 5. (And if they do - the fight will not last long.)

You want to have a overwhelming display of force to deter the perp from resisting and what if he shoots 1 cop alone? Many more reasons, but those are good enough

When someone jumps out of their car after a pursuit, the extra officers can set up a perimeter and keep the subject contained while other officers search.

No matter the case, cops always call for backup, because there are enough crazy people in the US that they feel they're not always in the safest position.

I think that some cops take their authority too far. I was in a car once with 4 other guys going to work . the owner of the car had an expired tag . 4 police cars came into the day labor place and checked everyone in the car to make sure we were legit. All over an expired tag. Sometimes I think they are licensed bullies!!!
