Mosaic is the “new” Local Work Programme. It was desgined by the IMC (International Mosaic Committee, previously ILWC) throughout the year of 2004-2005 after a long evaluation process of “Local Work".
Eventhough Local Work had always been considered relevant in CISV, it had never turned into a massive worldwide-hosted programme. According to the IMC evaluations, the reasons for this included:
Local Work’s structure and definition was difficult to understand and explain
Local Work’s suggested structure was intimidating for planners
Local Work was often misunderstood to be:
Anything Local (i.e. picnics, minicamps)
Anything to do with Work (i.e. community service)
Junior Branch
Isolated Educational Activities
Local Work was not a priority in CISV

The ancient Romans, for instance, used to make mosaic floors to beautify their villas.
Mosaics were geometric and illustrative designs made up of tessarae. These were small cubic stones of various colours about a centimetre cubed and laid on a bed of cement.

Another type of mosaic is the screen you are looking at now. In this case, the picture is made up of a mosaic of tiny individual coloured elements called pixels. All the characters and pictures you see on a computer screen are a mosaic of these pixels.
