IIRC, it costs £1 to join matalan and get a card.
If you have a matalan card, It proves that you are a registered member of 'the matalan club'
This means that matalan is not a 'shop' in the strict legal sense... It is a 'shopper club'.
I dont know the full extent of the law in this area, but I know that there are cetain legal differences which make it an advantage to be a 'shopper club' rather than a general 'shop'.

You have to be a member of Matalan to shop there (costs £1) so no Matalan card, no purchase

You used to have to pay for a card to allow you to shop in Matalan, but now I think it's free so I can't really see the point of it. There must be some technical/legal difference to other shops that they exploit by having shoppers "join".

There is not a problem. If there is anything you want there just go to the service desk and a card will be arranged for you. I do not think that you have to pay for it now. It is a hang over for when they were supposedly selling trade items to members. It is now a marketing tool for keeping you on their computer and mailing lists.

I'd imagine they're to encourage customer loyalty, help them keep an eye on their customer's spending habits and assess the effectiveness of their marketing campaigns. The shopping club answer above is a good one.

Membership cards. You can't buy there if you don't have one. Think they're free.
