And, why on earth do so many people
say it when tickling someone?

The word "Cootchie" from the older word "couchee" (meaning a bed time visit), derived from the French "couche," past participle of "coucher" = "to lay down".

The one doing the tickling is trying to tickle the other so bad that they can't stand up. I've never heard of the expression "kootchie kootchie coo" though, so I'm just guessing based on the original meaning of the word. (Even though it's spelled with a c and not a k)

Sweet words that don't have any linguistic meaning, they're said when tickling someone, usually a baby or child.

You know 1950s rock and roll? You know doo wop music?
"Shooby doo wop ahhh!" or something like that, lol.
It means nothing, they're just sounds made for harmony.

Same principle, but for tickling.

they mean laugh or u r dead...............

let me explain--grand aunts cuddle u &say that.they wanna seem nice &all that &as u r under their power(sigh..) u had better laugh

then nasty people say it as they cuddle puppies just 2 irritate them&the puppies get kicked out if they act grossed out,see the logic?this proves the words r curses(not that people believe me.)
