Software tips => This will help you a little difference:
1. Defragment your harddrive, it will take several hours for 80 gb hd.
2. After defragmenting, change the virtual memory setting, and sets minimum equal to maximum. For your 256MB system, 800 MB virtual memory is more than enough.
3. Disable any automatic updates except for windows update. You can manually update your applications (anti virus, etc) weekly.
4. With 256mb ram, do not use any visual style. Use classic style instead. And prefer not to use any wallpapper.
5. Don't use any screen saver. Use power down monitor instead.
Hardware tip => Highly recommended:
1. You MUST buy more RAM. At least 512MB installed on your computer. You will feel huge difference between 256MB and 512MB ram.

rays very close on this... more RAM will give the most bang for the buck.
if the $ is not there, you could, if you're not real fussy with the looks aspect, run from the safe mode (from the 'advanced startup options' via 'F 8' on the top row of your keyboard) this starts up ONLY the windows segment of your os.
while there, give the 'administrator' user a password!
you can run programs but i think there are some limits as to all the administrative types of things you can do.

From the details you've given I don't think it's wise to tell you to reinstall some programs, since you said you use them all.
I guess the easiest and cheapest upgrade you can do is add more memory/RAM.
Remember, the more RAM the better :)
Also, it might not help in a big way but try to defrag your machine at least once a week.

256MB RAM is most probably your bottleneck. Increasing the RAM to at least 512MB is the very first thing to do.
