Political Asylum in Spain and Italy?

What is the procedure to apply for political assylum in Spain and Italy.
What steps do one has to take and what makes one eligible for it.

In a nutshell, for Italy:
nobody can be rejected or sent back to a Country in which the foreigner could be persecuted because of race, sex, language, citizenship, religion, political opinion, personal or social condition.
Also, cannot be sent back to a Country that can send him back to a third Country that could act as above.

Nobody can be sent back to a Country that cannot guarantee the same rights as Italian constitution (that also means is strictly forbidden to send whoever in a Country in which he can risk to be sentenced to death)

A foreigner can also apply for humanitarian reason, such as war, calamities or other serious events that are striking his Country.
