how can i train my puppy to come outside he is very scared?

he is a very scared dog an will not walk on a lead at all i have try almost everything

go outside a little bit and offer a treat when he comes out, each time you go outside go out a little further each time, and make sure you keep praising him for doin it. this way he will know that it is safe and he will be happy to go outside! :D
