If you owe a State Run Hospital, such as MCV/VCU here in VA, they will take your money. If you have outstanding traffic citations and fines they will take it. Keep thinking and something will jog your memory and you will know all of a sudden, "OH, DUH".. Good Luck.

I would start with contacting the State and find out exactly who is taking it? Do you owe child support? Some other court imposed fine? Back taxes?

The other thing I would do is get a copy of your credit report and see what is ont there. It's highly unlikely a collection agency is taking your tax return unless it's the collection agency that some municipalities use to collect traffice fines, parking tickets, etc.

You are allowed to get a copy of your credit report for free one time per year. Link is below. There are 3 credit reporting agencies. Read all three reports and make sure that every thing that is one there is really yours. If not, dispute it.

If you are not delinquent on child support or student loans no-one should be taking your refund. You should investigate this without delay. You mention that they "keep" taking it. How many years has this been going on? You have a right to know why your refund has been diverted. If someone has made a mistake with the SSN, you need to do whatever it takes to get it corrected and see what you can do for earlier years.

If you do have outstanding CS or student loans, the diversion is legal. Are you sure there isn't a small loan kicking about somewhere?

If you do not have outstanding debts collection agencies would not be taking your tax returns.

Write a letter to the state/feds and ask for proof and verification of reasons for taking your refund

Run your credit report and see what you find, I would bet someone else has stolen your identity and run up debts they aren't paying.

You better get this fixed or you will be in deep trouble for years and years.

Ordinary collection agencies can't take your tax refund. If it's being captured, the state can tell you why.
