I noticed NOAA has an officer structure very similar to the navy- are they somehow a branch of the Navy or Coast guard? What federal department do they fall under. Are NOAA officers concidered military personel?

I skimmed through NOAA's history on their website and they aren't a branch of the military however they were initially to consist of the US Coast Guard but don't. They were an agency created during Nixon's presidency.

If you look at some other government programs, you'll find their rank structure or pay structure will appear similiar to that of the military.

NOAA is not affiliated with any of the 5 Department of Defense military services (Army, Navy, Air Force, Marines, Coast Guard) but it is a uniformed service.

The NOAA is clearly part of the Department of Commerce, not the Department of Defense. My understanding is that they are only commissioned as officers.

All I can recall is that my father was detached to NOAA as a US Naval officer. He was tasked to command one of the oceanographic vessels.
