They already have such a weapons, its called a bunker buster bomb.

The USAF is now working on an improved MOAB Bunker Buster Bomb.

They found blowing nuclear weapons to tiny pieces, tend to neutralize them very well. Though it does tend to throw ratioactive particles around a bit.

I do not believe there is any known way to neutralize radioactive or fissionalbe material. If we imagine that it is scientificlly possible to do so, there would still be issues to consider.

The first issue is that of employment. A nation would have to use the device in such a way as to effect all the targeted warheads at once. Otherwise you risk an atomic counter attack.

The second issue would be the political backlash once a nation announced it was developing such a device. This would be for the same reason the United States if experiance polictal pressure against its missle defence program. A nation with atomic weapons that also has the ability to neutralize an oppents aatomic weapons would increase the chances of that nation using its atomic weapons due to the inability of other nations to respond in kind.

It would removed the chance of mutally assured destruction that has kept some many countries from going to war. The MAD concept was born in the cold war and kept the US and USSR from going to war. To some extent it still exists today.

It would be wonderful if they did invent that. But there is less money and fear that way. And that doesn´t sound like good criteria to continue fighting unjust wars.

You cannot 'neutralise' a nuclear weapon, or more specifically, its fissile components. You can however dissassemble a warhead/
