I am wiccan and want to organize my herbs. They are in little plastic labeled baggies. I was thinking of using a spice rack or something. I am on a budget and need to be able to store like 40 herbs. Thanks.

The same way you would about any herbs. I would suggest putting them in airtight clear glass jars. You can easily see the contents while keeping them fresh. You could either invest in a rack or empty out a drawer or two. If you use the drawer, align them on their sides, so when the drawer is open you can easily see what is available.

You could try your local dollar store for bottles, or try your local thrift shop. Whether you purchase new or used, either will need to be washed in hot water before using.

I like a book shelf with mason jars and labels made of tape...

You could use one of those small boxes for 3x5 index cards. They usually come with alphabetical separators. If you got a long box, you might be able to fit them all. It may not be as aesthetically pleasing as a spice rack, but it's practical.
