There are two sets of law, natural law is meant for getting everything in order e.g. reproduction, solar system, gravity, eco-system. This was designed and maintain by God.

For human, as "protector of the earth", God gives freedom of choice, intellect to judge between right and wrong, wisdom an naural urge to find God and understand what is expected of him. Those who chooses and does right will be rewarded accordingly, those who rebelious and ungrateful will be punished. That's where the concept of heaven and hell.

To create an intellectual thinking being that live life for 70++ years (that is us human) on earth without a purpose is foolish. Foolish is NOT God's attribute.

We don't do stupid thing, how can we expect of God something less. I may not answering the question, but just like to share my thoughts.

I don't believe in a god.

But, for the sake of the hypothetical, if I were an omnipotent and good deity I wouldn't have bothered making a differentiation between a universe and heaven. I would've just made heaven and been done with it.

I don't think the universes are run by God now... I believe in laws of science. So I have to say no.

I would make things far more easy to understand and to offer undeniable truth to the people without the hear say of the religious devoted being involved.
