well, if you are a girl, you can apply coverup that is the same color as your neck and that could really help. I have the same problem and people actually notice that my face color has changed (in a good way) ever since i started using bare minerals. also make sure before you put on coverup use a moisterizer w/ sunscreen! the sun can really damage and darken your face. to help with those really dark spots use an exfoliator at night and that should clear up.

It's most likely because your neck and face are always exposed to the sun. Get a face cream with SPF of 15 or higher and use it every day,. Also get a cream with hydroquinone in it to use at night time, which fades pigment in your skin.
Also microdermabrasion is an instant procedure that removes the first layer of skin (painless) with extra exfoliating beads, and that also lightens you up a little bit. You can get microdermabrasion kits at any drugstore.

Try not to be under the exposure of the sun. After good long months, your face and neck will be the same complexion as your body!!
When in need to be exposed to the sun light, make sure to used the highest sun screen lotion available.

go to the beach and put sunblock 50 on your neck and face and put 8 on the rest of the body. if this not work, don't worry about it. in life there are things more meaningfull to worry about!
