That is called speech synthesis. There is also the field of speech recognition which is more difficult.
You probably could buy a speech synthesis program for a PC. You probably won't find one easily as it needs a wavetable or table of fundamental sounds or phonetics. Then it needs to know how to piece together the phonemes for the desired text. Simple speech synthesis can easily be accomplished by limiting the dictionary or permissible speech output.
You need some hardware and software to work together. Read up on Speech Synthesis on the web, there are 100's of web-sites. Then decide what you want to do.
