You can't force someone to wear whatever you want especially a burqa it would be too hot

the most important is you need to pray to Allah and ask Allah for help. best time to pray is in the midle of the night, or after you here the adhan at the masjid
and
build her iman, tell her about the judgment day.
tell her the good things about Burqa.
tell her about prophet's wife.
tell her to read Quran, at list 5 minutes every day. surah nisa

Move to an area that is all Muslim and there will a lot of pressure to conform. But remember that pressure will also apply to you as well.
