Training, leading by example, and respect. Your soldiers will know if you are BSing them, so don't try. You will have to get your hands dirty, sometimes, but you have to lead by example. I spent most of my career leading soldiers, and this was what got them up to work. You have to be there, train them, and let them go. You don't micro-manage, but you have to ensure that the job is getting done, so check up on them.
You will still have problem cases, and those will have to be made an example of; but, for the most part you soldiers will do what you want them to do if they know you support them and will assist if they need it.

The only way you can make anyone do something they don't want to do is by manipulating them. That is by forcing them or making them an offer they cannot refuse. If you are someone's supervisor this is a power you have but your question suggests you don't want to use it.
On the other hand, if someone has signed up for a job in return for wages and they refuse to, or are incapable of doing their job than you have a right to warn them that they might loose their job unless they perform better. If you take that route, it is best done in co-ordination with your supervisor and/or your HR person.
Also, you can't make anyone want to do something. It is incorrect to believe that you can motivate a person. It helps to present the task in a way that it is appealing but in the end we each motivate ourselves, no-one else. We can only inspire others by our own behavior and then they find motivation in themselves.
Supervision implies power over someone else. Leadership is about having power over yourself. If you want to learn more, talk to successful supervisors in your organization. Maybe you could find someone to coach you.

Things (like rental cars) can be managed. People must be lead by leaders.
Lead by example. You can't expect your troops to look or act sharp if you don't or aren't. High standards are not an option.
Know their job in addition to yours.
Never discourage enthusiasm - redirect it if necessary
Public praise and private criticism. Do not fail at this.
Management by walking around works.
Never take credit for the work of others.
Have the vision to accomplish the Mission., and acknowledge that it was a team effort.

In order to get someone to do something you want them to do, you will have to be able to influence them in a way it makes since. Break it down to simple terms. Tell them the what why why of the task. You will get better results. Good Luck

Let them know the objective of your task. Why you want them to achieve it. And make sure you have already build up enough credential to command respect.
