Do you want to stay a virgin?
I think it's quite normal. You just haven't found the right person yet. Don't rush things, I think it's better to do it later with the right one than just do it with anyone and you don't even have feelings with that person.

While you're probably above the average age, I don't think there's a "normal" for losing your virginity. It's NOT normal if you have sex with a random person just to lose your virginity. What's the point? And I assure you there are plenty of virgins out there who are even older than you. I should know, I'm one of them.
Btw., it's a lot easier to live with this "tragedy" if you stop worrying about what other people might think...

It depends on your culture.
If everybody in your group says it's normal to be a virgin until age 19 or so, then it probably is REALLY normal to be a virgin at 21.
