Sony's "VEGAS" program will do the trick. Unfortunately, it's not cheap. But there IS a 30 day free trial you can download that should do the trick for you if you're looking for a quick one time fix. You might be able to get away with it in Windows Movie Maker by importing it, putting it into the filmstrip, and then exporting it.
