wow... im guessing your using xp? is that correct? ( i have not played too much with vista, and i dont know if that command was one of the many they trashed or not)

if it is a xp box, then you should try and manualy find it in your OS files... or open a command prompt (run cmd) and then type... Start regedit , or just regedit and it should pop up...
