The Bible says "He who is kind to the poor lends to the Lord, and he will reward him for what he has done". Proverbs 19:17

Can anyone define what that scripture means?

Basically it is stating that if you are kind to the poor and help them through their finacial challenges it is just liking lending money to god. Lend to the poor and you lend to god. For doing this great deed God will reward you as he does all other great deeds. BUT do not merely think money. Poor does not necessarily mean poor by money, but poor of love, poor of hope.... by giving to the "poor" what they are lacking it is just like giving to God. And when you give to God you do things that are to be rewarded.

Proverbs 19:17 “He that hath pity upon the poor lendeth unto the Lord; and that which he hath given will he pay him again.” What is given to the poor, or done for them, God will place it to account as lent to him, lent upon interest (so the word signifies); he takes it kindly, as if it were done to himself,”. The Lord will not remain in debt to any one: He abundantly repays all that anyone does to His people, even to the rewarding of the smallest and most insignificant of deeds, (Mark 9:41). Clearly then no one can lose by doing good to the poor, if he does it in the right spirit. Here is a paradox—a seeming contradiction—we multiply by dividing :-)

Helping the poor financially is like making a loan to the LORD ! The metaphor is powerful! The LORD is a great credit risk! He will repay for sure, and He will include interest and blessings with it! You can never lose giving to the LORD! He represents the poor, because He has made them and protects them (Ps 10:14; 12:5; 140:12; Eccl 5:8).

in the Hebrew, the word lends is "lavah" which means to unite with, bind with, cleave or join. This means that one who takes pity upon, has a kind and loving attitude towards the poor is uniting with, basically having the same attitude as and is in line with the Lord and His attitude and thoughts towards the poor are.
He will be rewarded because his heart attitude is in line with and obedient to God's.

When a man gives to the poor, he is also giving to the Lord, the Lord does care for the poor. He will reward the man for giving to the poor

When tending to the needs of the poor we lend not only to the need but also we must lend with compassion. Though I bestow all my goods to feed the poor and have not charity I am nothing.

The whole Bible is hard to define, its what you make out of it. You could be rich and still be poor. But regardless its saying help some one and in time you will be rewarded in the out come. through you health and blessings. Help thy neighbor and you will be rewarded. Its a blessing. do something good and it will come back to you.

Lending to the poor is a risk. Anyone who does so, acts with the implicit knowledge that he will likely not see his money again.

It's an act of generosity and kindness. Note that this verse does not mention a right to forcible collection of said loan if it should default, nor does it allow for high interest rates to mitigate the risk of loss.

The Word says the poor you have with you always and whenever we wish to do them good, we may. So when you "have pity" toward the poor, God considers it a special kindness done as unto Him and He repays that kindness.
