First of all shivering is generally related to how the bladder is emptied out during urination. Since the empting relfex of the bladder is relayed through the autonomic nervous system (ANS) and is directly related in strength to the amount of stretch of the bladder, the shivering is probably associated to other ANS reflexes. The sympathetic side of the ANS tends to keep the bladder relaxed and the urethral sphincter contracted. That means that you don’t “pee in your pants” when fighting, fleeing, or taking tests, for example. The parasympathetic side of the ANS tends to cause relaxation of the urethral sphincter and contraction of the bladder so that you void.

It is my thought that the more desperate one becomes in response to a bulging bladder, the more of a general sympathetic outflow of action potential will be generated to keep you dry (when you're empting the bladder). When this happens the change in the productions of these hormones might be the cause of the shivering. If you carefully pay attention to your body signals when “taking a leak”, you will notice a blood pressure “rush” and a momentary flushing or euphoria shortly after relaxing the urethral sphincter, and the shivering is simply a part of this feeling.

According to the authors of the book 'Why do Men Fall Asleep After Sex?' the reason is thought to be as follows:

'...pee shiver is related to the autonomic nervous system (ANS). The sympathetic subdivision of the ANS keeps the bladder relaxed and the urethral sphincter contracted so we don't wet our pants during an episode of fight-or-flight-anxiety. When you go, the parasympathetic side of th ANS causes a contraction of the bladder and a relaxation of the urethral sphincter enabling you to take a piss.'

i think it's the urge of holding back...You know naturally you should go when you have that first thought/feeling or having to urinate. So why the hell you holding it?

When I'm driving looking for a damn rest stop, I almost go into seizures trying to get the hell outa my car and wizz one out
