Sounds like you have either been shaving for a very long time or that you have very coarse hair follicles on your upper lip. Those (I guess based on you description) are the end of the hair shaft where you have just cut/shaved off. Here are my suggestions:
1)Tedious but might be worth it depending on your patience.
a) Start using a moisturiser that contains hydrogen peroxide, this will bleach the hair while you let it grow.
b) At certain length, tweeze or wax your mouche. Yes it'll be painful but providing that the hair follicle doesn't break the hair will grow out finer.
c) After hair removal apply a growth retard cream to slow down the regrowth process.

2) Laser it all of -painful but works like a charm, providing that the correct laser is used. In terms of price, they are now quite competitive, it just a matter of find a reliable and trustworthy clinic.

Eventually your "shadow" will disappear. For now, perhaps a concealer night do the trick?

Bonne Chance

dont shave. get it waxed and that should take care of it. you can either do it at home or get it done professionally.
