If he has a girlfriend, there really is nothing you can do. He is involved. If he ends it, go ahead and see about pursuing something. Just remember this...you like him a lot, and he says he likes you a little. Not really a great reason to hold on and wait.
Plus do you want a guy who while in a relationship is telling other girls that he likes them. Even a little?

Wow. I would be heartbroken if I knew my boyfriend was telling other girls he likes them. I personally dont see how you could do that to another person? Yes, lets have the reputation of a homewrecker...or not? Stay away from him! That would be so mean of you to steal away someones boyfriend. & you might just end up getting your *ss kicked for it ha

If you are INDIAN which you seem you are....then do not try this white guys ok...thats is not gonna make you any better when you do..visit india...so you don't have to ...have white guy...ok...just find some one that knows are culture...do not try to be so....WESTERN ok...Be what people back in India are....
