Romans 13:1-3 Everyone must submit to governing authorities. For all authority comes from God, and those in positions of authority have been placed there by God. So anyone who rebels against authority is rebelling against what God has instituted, and they will be punished. For the authorities do not strike fear in people who are doing right, but in those who are doing wrong. Would you like to live without fear of the authorities? Do what is right, and they will honor you.
so basically, we have to abide by the laws in the land we are in... or state we are in... or county we are in, etc... that is the only thing i could find on obeying the government set laws

Yes...The word of God teaches us to "obey the laws of the land",this would include proper automotive related rules.

no, but Jesus says that we should obey people that have authority over us, because God allowed them to be put in authority. So if they say that we shouldn't speed or run a red light, then i'm going to obey them, if only because GOD told me too.
