If He has total knowledge of all past, present and future, then He would know what His future actions were going to be regarding Earth before he committed those actions.
On the other hand, if He has ultimate power, He can change His mind about His future actions at any time.
But then, wouldn't He have known that He was never going to commit those original actions if He already knew that He was going to use His omnipotence to change His actions???

PLEASE EXPLAIN - BELIEVERS ONLY PLEASE. I already know what an atheist's opinion is because I am one.

I understand this is a difficult concept to fathom, it took me along time to understand it and it keeps slipping my mind.
But think about it and it will come to you - he cannot be both at the same time.

And if he cannot, then what other perceptions of him are false?

I believe "omnipotence" in the context of God's attributes is best defined as: the belief that God can do anything that can be done consistent with His own nature.

If you define omnipotence in an oversimplified manner, I suppose you could force a contradiction. For example one could define ominpotence simply as God's ability to do anything, but then you'd end up with moral and logical contradictions/impossibilities.

The term is supposed to function as a summary term for the claims made in the Bible and supported by external evidence (e.g. creation). Atheists have similar terms in their own belief system to summarize collections of thoughts for efficiency's sake. While the term may be imperfect, the idea behind it is true.

God is not only omniscient, omnipotent, He is also omnipresent. As you read this, He is with me and with you at the same. He is God! He is everything we are not. The beauty of this, He can hear all the prayers of millions of people every second at the same time.
He knows every part of your body, bones and number of hair in your head. He had formed you at the foundation of the world He had created. He manifests His presence to you if you so desire.
