You answer would be weapon of mass destruction. At no time has any weapon of mass destruction been employed in an insurgency. Weapons of this type have proven to be elusive to groups fighting an insurgency. The feasibility of a nuclear,biological or chemical weapon used in such a fight would defeat the purpose of the insurgents. Why kill all you wish to impose your will upon?

Weapons of these type do have a specific signature and the nexus would be easily traceable back to the the supplying nation, which would invite retaliation in proportion to the injustice inundated.

Any Nation that has this capability and supplies it to extremists would sign their death warrant and I can assure you, retribution would be swift and supersede any diplomatic response.

I would say e. The use of WMD is too risky for the insurgents because they might end up destroying themselves because insurgents are usually camouflaged but is actually located very close to their enemies
